Areal Flood Advisory, Flash Flood Watch

Statement as of 9:42 AM PST on January 22, 2017

Expires 7:00 PM EST on January 22, 2017

The National Weather Service in Oxnard has issued a

* Urban and Small Stream Flood Advisory for...
Ventura County in southwestern California...

* until 130 PM PST Sunday

* at 727 am PST, Doppler radar and automated rain gauges continued
to indicate moderate to heavy rain across much of the County. The
heavier rainfall rates were ranging between a quarter inch to a
third of an inch, although radar estimates were indicating higher
intensities. With rainfall rates this high, expect Urban and Small
Stream flooding in the advisory area. Hourly rainfall rates are
expected to increase up to a half to one inch later this morning
into this afternoon. The heavier rain will likely cause widespread
ponding of water on area roadways and local flooding of low lying
areas and intersections. There will also be the continued threat
of rock and mudslides, especially across canyon roadways. Try to
avoid driving across canyons roads today. Minor mud and debris
flows are likely to occur across the recent burn areas including
the solimar and Springs burn areas. Stay away from flood channels,
streams, and rivers as waters will rise rapidly today. If rainfall
rates reach or exceed one inch per hour, there will be the
likelihood of widespread flooding or flash flooding.

* Some locations that will experience flooding include...
Oxnard... Thousand Oaks... Simi Valley... Ventura... Camarillo...
Fillmore... Malibu... Ojai... Santa Monica... Manhattan Beach...
Venice... Santa Paula... Carpinteria... Lockwood Valley...
Rose Valley... la conchita... Point Mugu... Point Mugu State Park...
Newbury Park... and Marina del Rey.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

... Flash Flood Watch now in effect from 8 am PST this morning
through this afternoon...

The Flash Flood Watch is now in effect for

* all of Ventura County.

* From 8 am PST this morning through this afternoon

* periods of intense rain with rainfall rates of 1 to 1.5 inches
per hour possible. This could generate flash flooding and or
mud and debris flows... especially in and around recent burn
scars.

* Landslides and Rockslides are very common during intense rain
events and could lead to Road closures.

Precautionary/preparedness actions...

Flash flooding and debris flows will be a particular threat in
and below the recently burned areas.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

People in or below the recently burned areas are urged to take
the steps necessary to protect their property. Remain alert and
follow directions of emergency preparedness officials.
