Winter Storm Warning

... Winter Storm Warning remains in effect from 4 PM this
afternoon to 1 PM EST Thursday...

* colder air will move in from northwest to southeast this through
tonight... changing precipitation from rain... to a mixture of
snow and sleet this evening. The precipitation is expected to
change over to all snow around midnight early Thursday morning.
Snow will lighten and taper off Thursday afternoon.

* Snow and sleet accumulations of 7 to 9 inches are possible. A
light glaze of ice from freezing rain is also possible from
this afternoon into early this evening.

* Snow accumulations of this magnitude will make travel difficult
to treacherous. In addition... the heavy wet nature of this snow
will cause stress on weak structures and could also lead to
downed power lines and trees with some power outages possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.





Flood Warning, Areal Flood Warning

The Flood Warning continues for
the Red River at Clay City.
* From Thursday morning to Friday morning.
* At 4:15 PM Wednesday the stage was 14.6 feet.
* Flood stage is 17.0 feet.
* Minor flooding is forecast.
* Forecast... the river will rise above flood stage by late Thursday
morning and continue to rise to near 18.5 feet by Thursday evening.
The river will fall below flood stage by Friday morning.
* At 17.0 feet... low lying areas flood. Maple street near the Red
River ranch as well as Pompeii Road off of Highway 15 are
impassable.

* until 400 am EST Thursday

* at 347 PM EST... Doppler radar indicated light to moderate rainfall
continuing across the area. Up to an additional half inch of rain
is expected between 4 and 7:30 PM. Flooding will continue to be
seen along creeks and streams through tonight... especially in low
lying areas.

* Some locations that will experience flooding include...
Mount Sterling... Morehead... West Liberty... Stanton... Irvine...
Flemingsburg... Owingsville... Beattyville... Sandy Hook...
Frenchburg... Campton... Marshall... Henry... Lewis... Jeffersonville...
Camargo... Clay City... Ravenna... Wellington and Sharpsburg.

Precautionary/preparedness actions...

A Flood Warning means that flooding is imminent or has been reported.
Stream rises will be slow and flash flooding is not expected.
However... all interested parties should take necessary precautions
immediately.

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

lingering snowpack will be melting... adding to the runoff.

* Small stream and creek flooding is expected through
tonight... with minor to possibly moderate flooding along larger
rivers expected through Thursday.
