Winter Storm Warning

... Winter Storm Warning remains in effect until 1 PM EST
Thursday...

* colder air will continue to move in from northwest through the
night... changing precipitation from rain... to a mixture of
freezing rain... sleet... and then to snow. Then transitioning to
all snow through the overnight hours. Snow should lighten and
taper off by Thursday afternoon.

* Snow and sleet accumulations of 2 to 5 inches... with any ice
accumulations generally a tenth of an inch or less.

* Roads will develop slick spots as rain changes over to frozen
precipitation. In addition... heavy wet snow falling on top of
these slick roadways will make travel difficult and hazardous.
Please take extreme caution and avoid unnecessary travel if
possible. Heavy wet snow could also lead to downed power lines
and trees and since the ground is saturated... isolated power
outages would be possible.

Precautionary/preparedness actions...

A Winter Storm Warning for snow... sleet... and ice are expected.
Significant amounts of snow and ice are forecast that will make
travel dangerous. Only travel in an emergency. If you must
travel... keep an extra flashlight... food... and water in your
vehicle in case of an emergency.

is expected between 6:30 and 9:30 PM. Flooding will continue
overnight along creeks and streams... particularly in low lying
areas.

hazard... Paintsville... Prestonsburg... Jackson... Salyersville...
Manchester... Hindman... Inez... Hyden... Booneville... Mason...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

* at 627 PM EST... Doppler radar indicated light to moderate rainfall
continuing to fall across the area. Up to a half inch of rainfall
is expected between 6:30 and 9:30 PM. Flooding will continue
overnight along creeks and streams... particularly in low lying
areas.

the Cumberland River at Baxter.
* From late tonight to Thursday morning.
* At 5:30 PM Wednesday the approximate stage was near 15.5 feet.
* Flood stage is 16.0 feet.
* Forecast... the river is forecast to crest right around the flood
stage of 16.0 feet overnight.
* At 16.0 feet... low lying areas flood.

tonight... with minor to possibly moderate flooding along larger
rivers expected through Thursday.
