Winter Storm Warning

... Winter Storm Warning remains in effect until 1 PM EST
Thursday...

* colder air has moved into portions of the warned
area... changing precipitation from rain... to a mixture of snow
and sleet. The mixed precipitation will continue to change over
to all snow through the overnight hours. Snow will lighten and
taper off Thursday afternoon.

* Snow and sleet accumulations of 7 to 9 inches with higher
amounts possible.

* Snow accumulations of this magnitude will make travel
difficult to treacherous. In addition... the heavy wet nature
of this snow will cause stress on weak structures and could
also lead to downed power lines and trees with some power
outages possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

* Flood Warning for...
northwestern Breathitt County in southeastern Kentucky...
central Elliott County in east central Kentucky...
northeastern Rowan County in east central Kentucky...

* until 430 am EST Thursday

* at 350 PM EST... Doppler radar indicated light to moderate rainfall
continuing across the area. Up to an additional half inch of rain
is expected between 4:00 and 8:00 PM. Flooding will continue to be
seen along creeks and streams through tonight... especially in low
lying areas.

* Some locations that will experience flooding include...
Simpson... Sewell... Lawson... Wagner store... Vancleve... War Creek...
Cutuno... Harper... Paxton... Elliottville... Bruin... Oakdale... Vale...
Moct... Taulbee... Triplett... Rock Lick... Fivemile... gates and Waltz.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

A Flood Warning means that flooding is imminent or has been reported.
Stream rises will be slow and flash flooding is not expected.
However... all interested parties should take necessary precautions
immediately.

northeast Kentucky... Johnson and Martin. In south central
Kentucky... Laurel... McCreary... Pulaski... Rockcastle... Wayne and
Whitley. In southeast Kentucky... Bell... Breathitt... Clay...

* Through Thursday evening

* up to an inch of additional rainfall is forecast to fall through
tonight... before precipitation gradually changes over to a
mixture of snow... sleet... and freezing rain. Additionally... any
lingering snowpack will be melting... adding to the runoff.

* Small stream and creek flooding is expected through
tonight... with minor to possibly moderate flooding along larger
rivers expected through Thursday.
