Winter Storm Warning

... Winter Storm Warning remains in effect until 1 PM EST this
afternoon...

* colder air will continue to move in from northwest through this
morning changing a wintry mix of sleet and snow to all snow.
The snow may fall heavy at times this morning... before
lightening and tapering off by afternoon.

* 2 to 5 inches of additional snow should fall through early
afternoon. This will bring storm total snow and sleet
accumulations to the 3 to 7 inch range. The higher snow and
sleet accumulations should generally be north of the Cumberland
Parkway... to hal Rogers Parkway... to KY Highway 80 corridor.

* Snow of this magnitude will make travel difficult to
treacherous. In addition... the heavy wet nature of this snow
will cause stress on weak structures and could also lead to
downed power lines and trees with widespread power outages
possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

The Flood Warning continues for
the Tug Fork River at Kermit.
* At 4:00 am Thursday the stage was 39.2 feet.
* Minor flooding is occurring and moderate flooding is forecast.
* Flood stage is 38.0 feet.
* Forecast... the river will continue rising to near 45.0 feet by this evening.
The river will fall below flood stage early Friday.
* At stages near 45.0 feet... water begins to enter residential section between
river and Railroad tracks.
* A crest near 45.0 feet compares to a previous crest of 46.3 feet on February 17
2003.

... Flood Warning extended until Friday afternoon... the Flood Warning continues
for
the Tug Fork River at Williamson.
* At 4:00 am Thursday the stage was 35.8 feet.
* Moderate flooding is occurring and moderate flooding is forecast.
* Flood stage is 27.0 feet.
* Forecast... the river will continue rising to near 36.5 feet by this morning.
The river will fall below flood stage Friday morning.
* At stages near 37.0 feet... hosts of roads outside of town closed.
* A crest near 36.5 feet compares to a previous crest of 35.2 feet on April 16
2007.

... A Flood Warning remains in effect until 715 PM EST Thursday for
Clay... Perry... Johnson... southwestern Knott... southern Lee...
northeastern Floyd... Breathitt... northwestern Harlan... Leslie...
Owsley... Martin... southeastern Morgan and Magoffin counties...

At 423 am EST... a mixture of sleet and snow was ongoing... and
expected to change over to all snow this morning... before tapering
off by late this afternoon. However... runoff from heavy rainfall and
snow melt that occurred Tuesday night and Wednesday has resulted in
flooding of some area creeks and streams within the warning. Expect
flooding to continue in these locations through at least this
afternoon.

Some locations that will experience flooding include...
hazard... Paintsville... Prestonsburg... Jackson... Salyersville...
Manchester... Hindman... Inez... Hyden... Booneville... Mason...
Wheelwright... Pippa Passes... Vicco... Warfield... Allen... BUckhorn...
Bush... Corn Fork Hollow and Cressmont.

Precautionary/preparedness actions...

A Flood Warning means that flooding is imminent or has been reported.
Stream rises will be slow and flash flooding is not expected.
However... all interested parties should take necessary precautions
immediately.

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

northeast Kentucky... Johnson and Martin. In south central
Kentucky... Laurel... McCreary... Pulaski... Rockcastle... Wayne
and Whitley. In southeast Kentucky... Bell... Breathitt... Clay...
   Floyd... Harlan... Jackson... Knott... Knox... Lee... Leslie...
Letcher... Magoffin... Morgan... Owsley... Perry... Pike and Wolfe.

* Through Thursday evening

* runoff from previous heavy rainfall and snow melt will continue
to make its way into larger creeks... streams... and
rivers... resulting in continued flooding through Thursday.

* Small streams feeding into the larger tributaries will continue
to experience flooding. Larger creeks and rivers will also
continue to rise through Thursday... with minor to moderate
flooding seen across much of the area.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
