* at 820 am EDT... Doppler radar indicated heavy rain that will cause
flooding. Up to two inches of rain have already fallen. An
additional 1 to 2 inches of rain is expected through 11 am. This
will result in flooding of urban areas as well as some small
rivers and streams.

The Flood Watch for portions of Massachusetts and southern New
Hampshire has been cancelled.

The heaviest rainfall will shift into western New England by early
this afternoon. Rainfall will gradually diminish through midday...
although a few showers may redevelop during the afternoon.

Flooding is occurring in several locations where flood warnings
and flash flood warnings are in effect. Obey Road closures and do
not drive through flooded roads.

... Wind Advisory remains in effect until 11 PM EDT this evening...

* location... northeast Connecticut... much of central and eastern
Massachusetts and Rhode Island.

* Winds... north 10 to 15 mph with gusts up to 40 mph.

* Timing... winds will gradually diminish through midday... but
another round of strong winds is expected this afternoon and
evening.

* Impacts... strong winds may down tree limbs and power lines...
resulting in isolated power outages. The heavy rain combined
with fully leafed trees will likely exacerbate the potential for
downed tree limbs.

Precautionary/preparedness actions...

Driving can also be difficult... especially for high profile
vehicles. Be alert for downed tree limbs on roads. Stay clear of
downed wires.
