... The Flash Flood Warning that was in effect for north central
Hidalgo and Central Grant counties is cancelled...

Excess runoff from heavy rain has ended over the warned area. Arroyos
or streams in the warned area have receded or were beginning to
recede... ending the flood threat.

Be aware of debris scattered across roadways at washes and low water
crossings. If you have observed flooding... please report it to your
local law enforcement agency.

The National Weather Service in El Paso has issued a

* Flash Flood Warning for...
north Central Grant County in south central New Mexico...

* until 1145 PM MDT

* at 541 PM MDT... National Weather Service Doppler radar indicated
a stationary thunderstorm with very heavy rainfall near Haystack
Mountain... Lookout Mountain... and rain creek. While radar rainfall
estimates are not available in this area... the longevity of this
storm compared to others in the area suggests at least two inches
of rain has fallen in this area. This will cause significant
runoff which will cause rises in area creeks and rivers over the
next several hours.

Precautionary/preparedness actions...

* Flash Flood Warning for...
central Sierra County in north central New Mexico...
extreme northwestern Dona Ana County in south central New Mexico...

* until 1045 PM MDT

* at 443 PM MDT... emergency management reported severe flash
flooding continued to affect areas around Arrey. Flood waters are
likely to slowly subside over the next couple of hours.
However... another area of heavy rain fell earlier this afternoon
along the east slopes of the Black Range. Runoff from this area of
rain will likely reach the Rio Grande Valley several hours from
now. This will result in renewed flooding later this evening in
the Animas creek... percha creek... little Greenhorn... and Trujillo
Canyon basins.

Caballo...
Garfield...
Derry...
Caballo Lake State Park...

Precautionary/preparedness actions...

Do not attempt to travel across flooded roads. It only takes a few

north central Luna County in south central New Mexico...

* at 428 PM MDT... National Weather Service Doppler radar indicated
slow moving thunderstorms with very heavy rainfall stretching from
the north side of Silver City... .to Hurley... and Sherman. Flooding
is most likely to occur in Silver City... especially the north
side... and around and near the Mimbres river near Sherman and
Faywood. The low water crossing on the Mimbres river at Dwyer Road
in far northern Luna County is also likely to become inundated.

southwestern Sierra County in north central New Mexico...

* until 645 PM MDT

* at 339 PM MDT... National Weather Service Doppler radar indicated
slow moving thunderstorms with very heavy rainfall over the east
slopes of the Black Range... mainly south of Highway 152. Over an
inch of rain has fallen between the crest of the Black Range and
State Highway 27. Arroyos which cross Highway 27 will likely
become inundated and impassable... even if the heavy rain does not
make it to the Highway itself. Heavy rain may also lead to mud
slides on Highway 152 between Emory Pass and Kingston.

State Highway 27 between Lake Valley and Hillsboro.

* small stream Flood Advisory for...
Central Grant County in south central New Mexico...

* until 715 PM MDT

* at 510 PM MDT... National Weather Service Doppler radar indicated
earlier thunderstorms produced heavy rainfall over portions of the
burro mountains... and new thunderstorms are developing near Bill
Evans Lake. Runoff from these storms will cause flooding on back
roads west of Highway 180... including Mangas Valley Road.

* Locations impacted include...
Bill Evans Lake...
Mangas Springs...
Mangas Valley...

Runoff from this excessive rainfall will cause minor flooding to
occur... especially along small streams and near low water crossings.

Precautionary/preparedness actions...

* until 645 PM MDT

* at 441 PM MDT... National Weather Service Doppler radar indicated
thunderstorms with heavy rainfall across the advisory area. Doppler
radar estimated up to an inch of rain with more rain likely.

* Locations impacted include...
White Signal...

Runoff from this excessive rainfall will cause minor flooding to
occur... especially along small streams and near low water crossings.

Precautionary/preparedness actions...

Excessive rainfall can quickly turn dry desert washes and arroyos
into raging rivers... even in areas far from where rain has fallen. Do
not attempt to cross flooded arroyos. Swiftly moving water can carve
deep channels in previously shallow washes... and water can be much
deeper than it appears. If your Route becomes cut off by flooded
arroyos... wait for flood waters to recede.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to travel across
flooded roads. It only takes a few inches of swiftly flowing water to
carry vehicles away.

Sacramento Mountains above 7500 feet... Sierra County lakes...
southern Dona Ana County/Mesilla Valley... southern Gila
foothills/Mimbres valley... southern Gila Highlands/Black
Range... southern Tularosa basin... southwest desert/lower Gila
River valley... southwest desert/Mimbres basin... uplands of the
bootheel... upper Gila River valley and west slopes Sacramento
Mountains below 7500 feet. In TX... eastern/central El Paso
County... northern Hudspeth Highlands/Hueco Mountains... Rio
Grande Valley of eastern El Paso/western Hudspeth counties...
Rio Grande Valley of eastern Hudspeth County... Salt Basin...
southern Hudspeth Highlands and western El Paso County.

* Through this evening

* scattered to numerous showers and thunderstorms capable of
producing widespread moderate to heavy rainfall will occur over
the affected area through midnight. Widespread rain amounts of
1 to 3 inches with isolated higher amounts will fall on already
saturated soil... resulting in considerable runoff.

* Normally dry arroyos... streams... and river could be quickly
filled with fast moving water... mud and debris. Low water
crossings will likely become impassable. Flooding of streets...
homes and businesses in low lying and flood prone areas will be
possible. Some flooding could become life threatening. People
living in flood prone areas should be prepared to take action if
rising water is seen.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
