      ... rainfall well below normal since November...

   ... six consecutive months with below normal rainfall...

Rainfall has been well below normal since November 1st 2013 with
several locations south of I-10 and close to the coast suffering
rainfall deficits between 10 and 15 inches. College Station
appears to be faring better than other locations to the south but
if November is removed from the total... this location has tallied
less than six inches of rain since December 1st which is about 40
percent of normal. The ASOS site at Angleton/Lake Jackson is the
driest site across southeast Texas measuring only 6.37 inches of
rain since November 1st which is a paltry 30 percent of normal.
West Columbia and Angleton are relatively close with both
locations in Brazoria County... yet West Columbia has received
almost twice the rainfall that Angleton has received. Liberty has
received the most rain in southeast Texas since November 1st with
17.50 inches and Madisonville has received almost 77 percent of
normal rainfall which is the highest percentage across southeast
Texas.

Despite the lack of rain... significant impacts have yet to be
observed. The cooler than normal temperatures have lessened
evaporative effects and heavier rains over North Texas have flowed
south to recharge area reservoirs. As of April 23rd... all area
reservoirs are above 80 percent with Lake Livingston... Lake
Houston and Houston County Lake at 100 percent capacity and Lake
Conroe at 97 percent capacity.

It appears that the next several weather systems will pass north
of southeast Texas and appreciable rain is not expected through
the end of the month. Looking even further ahead... a deep upper
low over the eastern U.S. And an amplified northerly upper flow
will probably keep things dry through the first week of may.
